The Rosneft oil refinery has been designated a safe zone due to potential unnecessary ecological and economical damage. Recent advances of the front line increased the possibility of safely capturing the plant and therefor have made destruction unfavorable.

Port facilities are once again considered to be a primary target due to their wartime utilization.
